With combined experience of over fifty years, we have successfully represented our clients in all manner of employment and business law from workers’ compensation to complex civil litigation and simple wills to social security disability. James F. Devine

Jim is a graduate of Franklin & Marshall College and the University of Pittsburgh School of Law. Jim has successfully litigated workers’ compensation and employment cases since 1993. His broad range of experience allows him to provide his clients with effective analysis of the liability risks and costs associated with each case.  Jim’s expertise extends to include the interplay between the Americans with Disabilities Act, the Family Medical Leave Act, and employment law concerns surrounding discipline and discharge and drug and alcohol abuse.

Furthermore, Jim has extensive experience defending employers in EEOC and PHRC claims. In addition to maintaining a full caseload, Jim is a popular speaker, lecturing throughout the year on current employment law issues, such as discrimination, harassment, internet policies, and the maintenance of an aging workforce.  Jim also provides in-house training for insurance carriers and specialized employers, such as hospitals, by keeping staff updated on case law and other issues resulting from legislative updates to the ADA, FMLA, EFCA, HIPAA and COBRA.

Jim is passionately committed to his family and his community, volunteering in church and youth activity leagues and serving on boards for non-profit and healthcare facilities. Jim is an active member of the Lancaster Bar Association, having served as chairman to the workers’ compensation section, and is currently serving on the Board of the Lancaster Bar Association Foundation. In addition, he is a member of the Pennsylvania and American Bar Associations as well as various trial lawyer associations.

Daniel M. Lieberman

Dan concentrates his practice in workers’ compensation, unemployment compensation and general employment law. In representing clients in all aspects of workers’ compensation, he utilizes a full-service approach by addressing other overlapping legal areas such as the Americans with Disabilities Act, the Family and Medical Leave Act and the Pennsylvania Unemployment Compensation Act.

Dan handles workers’ compensation cases throughout Pennsylvania, from the initial filing of a claim through the appellate process and settlement. Representation of clients during the unemployment compensation process is also a major component of Dan’s practice. He also routinely advises clients on issues of discipline and discharge, willful misconduct, policy violations, positive drug tests, absenteeism, tardiness, unsatisfactory job performance, and insubordination. He also represents clients in claims for discrimination and represents his clients before Equal Employment Opportunity Commission, the Pennsylvania Human Relations Commission, the Unemployment Compensation Board of Review and the Pennsylvania Federal District Courts.

Dan is a cum laude graduate of the Pennsylvania State University and a cum laude graduate of the Widener University School of Law. In addition to his legal practice, Dan has served as an adjunct instructor at the Lancaster Campus of Harrisburg Area Community College and a member of the Lancaster City Police Foundation Board. He is also the former Chair of the Lancaster Bar Association Workers’ Compensation Section.

Ryan J. Murphy

Ryan defends employers throughout Pennsylvania against Workers’ Compensation, unemployment compensation cases, and other employment matters, including pre-litigation counseling litigation and the appeal process. He represents private businesses ranging in size from individually-owned to large, multi-national corporations. He has also advised various state agencies in the defense of their workers’ compensation claims and worked with those entities to limit their exposure. Mr. Murphy’s representative clients include employers in the construction, fabrication, automotive, and retail industries, temporary employment agencies, law enforcement, and governmental entities. He is a member of the Pennsylvania Bar Association, the Lancaster County Bar Association, the Schuylkill County Bar Association, and the York County Bar Association. Ryan received his Bachelor’s degree from The Pennsylvania State University and his J.D., cum laude, from The Dickinson School of Law.

Steve focuses his practice on all aspects of state and federal litigation involving claims under Title VII of the Civil Rights Act, the Americans with Disabilities Act, the Family and Medical Leave Act, the Fair Labor Standards Act, and other employment laws. Steve also represents clients before the Commonwealth’s Department of Labor and Industry in both workers’ compensation and unemployment matters. Prior to joining Devine Law Offices, Steve was an Assistant Defender in both the Major Trials and Alternative Sentencing Units of the renowned Defender Association of Philadelphia. He represented indigent criminal defendants in over one hundred trials on charges ranging from simple misdemeanors to serious and complex felonies. Where appropriate, he has also obtained favorable non-trial dispositions including entry into diversionary programs such as Accelerated Rehabilitative Disposition (ARD).  Steve is a graduate of Dickinson College, cum laude, and the Dickinson School of Law of the Pennsylvania State University.  While attending law school, Steve served as Articles Editor of the Penn State Law Review.  He is a member of the Lancaster and American Bar Associations.

Susan Jortner Deely

Susan focuses her practice on taxation, ERISA issues, and general employment law. Susan graduated summa cum laude from Emory University and from the University of Virginia Law School. Following her graduation from law school, Susan clerked for the Honorable Jerome Neidermeier, United States Magistrate Judge for the District of Vermont. More recently, Susan obtained an LL.M. in Taxation from the Temple University Beasley School of Law. Susan also has successfully represented clients before the Third Circuit Court of Appeals. She is licensed to practice law in the Commonwealth of Pennsylvania and the state of New Jersey. She is a member of the Pennsylvania and Lancaster Bar Associations.

Morgan S. Hays focuses her practice on all aspects of state and federal employment laws, including claims under Title VII of the Civil Rights Act, the Americans with Disabilities Act, the Family and Medical Leave Act, and the Fair Labor Standards Act. Morgan also represents clients before the Commonwealth’s Department of Labor and Industry in both workers’ compensation and unemployment matters. Prior to joining Devine Law Offices, she worked in a corporate setting, alongside General Counsel, to defend discrimination claims under the Americans with Disabilities Act, Title IX, and Title VII of the Civil Rights Act. Morgan is a graduate of Thiel College, magna cum laude, and the Duquesne University School of Law.  While attending law school, Morgan was a contributor to JURIS, the Duquesne Law Blog, and a served as a member of the Pi Alpha Delta Law Fraternity. She is a member of the Lancaster and American Bar Associations.

Anne is a native of Lancaster County. She graduated with honors from Shippensburg University in 1977 with a Bachelor of Arts degree. She was employed by the Lancaster County Children & Youth Agency prior to attending law school. Anne graduated from the Duquesne University School of Law in 1983. Following graduation, she worked as a law clerk for the Honorable Ronald L. Buckwalter, U.S. District Court for the Eastern District of Pennsylvania, then serving as a Judge of the Court of Common Pleas of Lancaster County.

Since 1985, Anne has been in private practice. Prior to joining Devine Law Offices, LLC, she was a shareholder in the firm of Geisenberger & Cooper, P.C. for fifteen (15) years. She also served as a part-time Assistant District Attorney in Lancaster County for eight (8) years prosecuting misdemeanor and felony cases, including a first degree murder case.

Anne is a member of the Lancaster and Pennsylvania Bar Associations and is also admitted to practice in the U.S. District Courts for the Eastern District and the Middle District of Pennsylvania and the U.S. Court of Appeals for the 3rd Circuit. Since 1992, Anne has represented the Lancaster County Children & Youth Agency as one of its solicitors. She practices primarily in the areas of family law, Social Security Disability, and wills and estates.

Anne lives in Lancaster County with her husband and their two daughters. Anne’s interests include skiing, walking her dogs, reading, and playing the piano. Anne has served on various Boards including the Board of Directors of Parents Anonymous, the Mental Health Association in Lancaster County (n/k/a Mental Health America of Lancaster County), and the Lancaster Ski Club.

Jeffrey C. Gray Jeffrey C. Gray

Jeffrey C. Gray

Jeff was born in Wilmington, Delaware and went to undergraduate school at The University of Delaware. After a brief time traveling and working he attended the Smeal Collage of Business at Pennsylvania State University graduating with an M.B.A. Jeff worked as a Marketing Manager for several businesses while attending Law School in the evenings. He graduated from Widener University Law School in 1982.

Jeff’s business background includes marketing and business consulting, ownership in several business ventures and development of “start- up” companies. He has work with intellectual properties, business contracts and all forms of business development from the outset of entities to the dissolution of and sale of company assets and property. He joined Devine Law Offices, LLC after years of combining business law and business consulting.

Jeff is a Member of the Lancaster Bar association and the Pennsylvania Bar Association. He has been on the board of directors of several companies, been a partner and member in several Partnerships and Limited Liability Companies, respectively. Jeff has been owner and Managing Member of Assured abstract, LLC a real estate title company. His principle areas of practice are business and family law. He has also represented clients in IRS disputes and been an active referral attorney for an Asbestos law suit. He has negotiated buyouts from employment and disability agreements.

Jeff lives in downtown Lancaster City. His interests include the Delaware beach, skiing, travel and playing golf. He is both a proud Delaware Blue Hen and a Penn State Nittany Lion.
